Do you think that this standerd Blue white MTG deck is good?

Need deck to be around 40% lands. That's the standard level. And I'd have to say this deck sort of sucks. It seems you just threw a bunch of white and blue cards together and called it a standard deck, and this would get owned like after 5-6 turns in a standard tourney. I'd say either go aggro or control, not both, and blue/white aggro sucks by the way.
